In 1992, the Mahathir Government repealed the Parliamentary Services Act (PSA) 1963, securing a complete and direct control of civil servants serving Parliament.

Reviving the PSA has been a call by reformist MPs, civil society activists and experts for recent years.

Today (24 Feb), the Madani government finally tables its draft PSA for the first reading.

How does it compare to the 1963 PSA? Will our Parliament be stronger than in 1992 after the repeal of the old PSA? Is it be just a restoration to the pre-1992 situation? Or is this an inferior substitute to the 1963 PSA?

Judge for yourself, with this clause-by-clause comparison of the 1963 PSA and the 2025 by Sunway University researcher and Projek SAMA member Wo Chang Xi.
