Report Launch – Fixed Term Parliament – Lessons from Eight Legislatures by Wo Chang Xi

Projek SAMA has commissioned a report on “Fixed Term Parliament : What Malaysia Can Learn from Other Countries” by Mr Wo Chang Xi. 

After examining how parliamentary term is regulated in the jurisdictions of the United Kingdom (including Scotland), Sweden, Germany, South Africa, Canada and Australia, this paper proposes a framework with which Malaysia may adopt a Fixed Term Parliament Act (FTPA) to mandate Parliament to go full term except in two specific circumstances. We believe this reform would enhance predictability, stability and accountability in governance and policy-making.

In conjunction with the sixth anniversary of the democratic transition, Projek SAMA launched this report on 8 March 2024, with a presentation by the author, Mr Wo Chang Xi, and a forum with three distinguished panelists: Ms Maha Balakrishnan, Prof Shad Saleem Faruqi and Datuk Seri Saifuddin Abdullah MP
